VỀ ĐỊNH HƯỚNG PHÁT TRIỂN NGÀNH THÔNG TIN VÀ TRUYỀN THÔNG NĂM 2020
Năm 2020 là năm diễn ra nhiều sự kiện lớn, có ý nghĩa đặc biệt quan trọng đối với đất nước, là năm kỷ niệm 75 năm ngày thành lập Nước, 90 năm thành lập Đảng; là năm cuối cùng của kế hoạch phát triển kinh tế - xã hội giai đoạn 2016 - 2020 và chuẩn bị, tạo nền tảng cho Chiến lược phát triển 10 năm 2021 - 2030, kế hoạch 5 năm 2021 - 2025; đồng thời, là năm tiến hành đại hội đảng bộ các cấp tiến tới Đại hội đại biểu toàn quốc lần thứ XIII của Đảng. Trong bối cảnh đó, với mục tiêu tổng quát năm 2020 của Bộ Thông tin và Truyền thông là "Năm chuyển đổi số quốc gia" cùng với phương châm hành động “Làm gương, Kỷ cương, Trọng tâm, Bứt phá”, cán bộ, công chức, viên chức và người lao động ngành Thông tin và Truyền thông (TTTT) tiếp tục phát huy các thành tích đã đạt được, nâng cao năng suất lao động, thực hiện tốt các đột phá chiến lược, tận dụng có hiệu quả cuộc Cách mạng công nghiệp lần thứ tư đối với ngành TTTT và đặc biệt là phát triển đồng bộ, hiệu quả trên cả 6 lĩnh vực quản lý nhà nước của Bộ TTTT; Bộ trưởng Bộ Thông tin và Truyền thông yêu cầu toàn Ngành cần thực hiện tốt các nhiệm vụ trọng tâm sau đây:
2. Nhiệm vụ, giải pháp chủ yếu năm 2020
2.1. Lĩnh vực Bưu chính
Mục tiêu phát triển hạ tầng bưu chính theo hướng đẩy mạnh chuyển đổi số trong bưu chính. Chuyển dịch từ dịch vụ bưu chính truyền thống sang dịch vụ bưu chính số, trong đó, chú trọng các dịch vụ liên quan đến Chính phủ điện tử (CPĐT) và các dịch vụ mang tính hỗ trợ/logistics cho thương mại điện tử. Doanh nghiệp bưu chính chuyển dịch theo hướng doanh nghiệp công nghệ và hình thành một số công ty lớn làm nòng cốt cho phát triển mạng lưới bưu chính vươn đến tận hộ gia đình, thôn, bản trên cơ sở hoàn thiện hệ thống mã đến địa chỉ gắn với bản đồ số V-map. Tạo lập môi trường cạnh tranh lành mạnh cho các doanh nghiệp bưu chính. Xây dựng cơ sở dữ liệu về doanh nghiệp bưu chính và định hướng chuyển đổi số cho các doanh nghiệp bưu chính.
Hoàn thiện và triển khai Đề án “Thí điểm triển khai cung ứng dịch vụ công qua mạng bưu chính công cộng, dịch vụ bưu chính công ích tại địa phương”. Tham gia kế hoạch tổng thể phát triển thương mại điện tử của Bộ Công Thương. Triển khai Kế hoạch Thực hiện Văn kiện Đại hội bất thường của UPU lần 3 và tham dự Đại hội UPU lần thứ 27.
Đến hết năm 2020, Việt Nam vào nhóm 40 - 45 quốc gia dẫn đầu về Bưu chính của Liên minh Bưu chính Thế giới UPU.
2.2. Lĩnh vực Viễn thông
Mục tiêu là chuyển dịch hạ tầng viễn thông sang hạ tầng ICT, phát triển hạ tầng số đồng bộ hiện đại để thúc đẩy chuyển đổi số.
Năm 2020, mạng thông tin di động 5G ở Việt Nam được triển khai thương mại cùng nhịp với những nước đầu tiên trên thế giới. Từ nay Việt Nam sẽ chủ động đi đầu cùng với thế giới về mặt công nghệ cũng như chủ động xây dựng lộ trình và phương án loại bỏ công nghệ di động 2G từ năm 2022. Đấu giá, cấp giấy phép băng tần thông tin di động 2.6 GHz để nâng cao chất lượng mạng lưới, tốc độ dịch vụ thông tin di động.
Các nhà doanh nghiệp viễn thông phải đảm nhiệm thêm vai trò và trách nhiệm là nền tảng của hạ tầng số, thanh toán số, mobile money, hạ tầng cho chuyển đổi số, phải làm chủ các công nghệ nền tảng cho chuyển đổi số như: công nghệ 5G, loT, Big Data, AI... Mạng viễn thông là nền tảng của các nền tảng. Các doanh nghiệp viễn thông mang trong mình sứ mạng của doanh nghiệp nền tảng với trách nhiệm xã hội bảo đảm một nền tảng viễn thông cũng như các nền tảng khác chạy trên mạng viễn thông phải sạch.
Xử lý căn bản các loại “rác” viễn thông như SIM “rác”, tin nhắn “rác”, thoại “rác”, thư “rác”... là trách nhiệm của người đứng đầu các tập đoàn, doanh nghiệp viễn thông để phát triển thị trường bền vững và lành mạnh.
Xây dựng Chương trình cung cấp dịch vụ viễn thông công ích giai đoạn 2021 - 2025 bảo đảm phổ cập phủ sóng 4G, 5G, phổ cập điện thoại thông minh và phổ cập dịch vụ công trực tuyến.
Sửa Luật Viễn thông, Luật Tần số Vô tuyến điện; Trình Thủ tướng Chính phủ phê duyệt các Quyết định mới quy định về đấu giá, chuyển nhượng quyền sử dụng tần số, kho số viễn thông, tên miền Internet; Ban hành Thông tư về Quy hoạch băng tần 700MHz, 26/28 GHz và 3,5 GHz; Hoàn chỉnh các Quy định về quản lý và vận hành mạng dịch vụ viễn thông chuyên dùng phục vụ tốt hoạt động cơ quản Đảng, Nhà nước, hỗ trợ phát triển CPĐT.
Nâng tỷ lệ chuyển mạng giữ nguyên số thành công đạt 90%; Hoàn thành Đề án Số hóa truyền hình mặt đất theo đúng lộ trình; Phát triển đạt 100 thành viên kết nối trạm trung chuyển Internet quốc gia VNIX; Cải thiện tỷ lệ thị phần đăng ký sử dụng tên miền .vn đạt trên 50% so với tổng số tên miền Internet tại Việt Nam; Tỷ lệ thuê bao băng rộng cố định trên 100 dân đạt tối thiểu 16,1%; Tỷ lệ thuê bao băng rộng di động trên 100 dân đạt tối thiểu 70%; Tỷ lệ người sử dụng Internet trên 100 dân đạt tối thiểu 71,5%.
Nâng bậc và cải thiện thứ hạng, đối với viễn thông, chỉ số phát triển CNTT-TT (IDI) theo đánh giá của ITU lên thứ hạng từ 80 đến 85. Đến hết năm 2020, Việt Nam có thứ hạng từ 38 đến 39 quốc gia dẫn đầu về tiêu chí ứng dụng công nghệ thông tin và truyền thông trong Báo cáo Chỉ số Năng lực cạnh tranh toàn cầu của (GCI) của Diễn đàn Kinh tế Thế giới WEF.
2.3. Lĩnh vực Ứng dụng công nghệ thông tin
Mục tiêu là đẩy mạnh việc triển khai ứng dụng CNTT, xây dựng Chính phủ điện tử trên cơ sở cải cách hành chính, lấy người dân và doanh nghiệp làm trung tâm, chuẩn hóa quy trình nghiệp vụ, hướng tới Chính phủ số, nền kinh tế số và xã hội số.
Thực hiện tốt vai trò điều phối thống nhất về phát triển CPĐT trong khi vẫn phát huy sự chủ động của các bộ, ngành và địa phương; Xây dựng Chiến lược phát triển CPĐT giai đoạn 2021 - 2025, định hướng đến 2030.
Hoàn thành các mục tiêu đề ra tại Nghị quyết số 17/NQ-CP ngày 07/3/2019 của Chính phủ về một số nhiệm vụ, giải pháp trọng tâm phát triển CPĐT giai đoạn 2019 - 2020, định hướng đến 2025, đặc biệt đối với các mục tiêu bảo đảm an toàn, an ninh mạng, kết nối, chia sẻ dữ liệu và dịch vụ công cấp độ 4. Phấn đấu đạt tỷ lệ 100% các Bộ, ngành, địa phương có nền tảng tích hợp chia sẻ dữ liệu cấp bộ, cấp tỉnh LGSP; 100% cơ quan nhà nước công khai mức độ hài lòng của người dân sử dụng dịch vụ công trực tuyến; Đạt tỷ lệ 30% dịch vụ hành chính công trực tuyến cấp độ 4.
Sơ kết chương trình thí điểm đô thị thông minh (ĐTTM), cấu phần CNTT nhất là việc thí điểm triển khai trung tâm giám sát điều hành ĐTTM, từ đó ban hành các hướng dẫn triển khai, tránh làm theo phong trào, không hiệu quả và lãng phí.
Năm 2020 là năm chuyển đổi số quốc gia, sâu rộng và toàn diện, trên cơ sở Quyết định của Thủ tướng Chính phủ ban hành Chương trình chuyển đổi số quốc gia sẽ được ban hành trong năm 2020, các bộ, ngành, địa phương cần ban hành chương trình chuyển đổi số cho ngành, lĩnh vực và địa phương của mình. Bộ TTTT phải đi đầu về chuyển đổi số trong các lĩnh vực bưu chính, viễn thông, báo chí truyền thông.
Tiếp tục xây dựng một số mô hình bộ điểm, tỉnh điểm, xã điểm; Đào tạo 100 chuyên gia cho CPĐT ở các Bộ, ngành, địa phương là lực lượng nòng cốt để dẫn dắt quá trình phát triển CPĐT; Sử dụng nguồn kinh phí tiết kiệm từ sử dụng các ứng dụng của CPĐT để phát triển CPĐT và dành tối thiểu 1% tỷ lệ chi ngân sách các cấp (ngân sách Trung ương và ngân sách địa phương) cho xây dựng và phát triển CPĐT.
Đến hết năm 2020, Việt Nam vào nhóm 75 quốc gia dẫn đầu về Chỉ số phát triển CPĐT theo đánh giá của Liên Hợp Quốc.
2.4. Lĩnh vực An toàn, an ninh mạng
An toàn, an ninh mạng là điều kiện tiên quyết để phát triển CPĐT và chuyển đổi số do đó cần phải đi trước một bước. Bảo đảm an toàn, an ninh mạng đặc biệt trong năm diễn ra Đại hội đảng các cấp và các sự kiện quan trọng của đất nước. Giám sát, bảo đảm an toàn, an ninh mạng cho các hệ thống thông tin quốc gia phục vụ CPĐT thông qua Hệ thống chia sẻ và giám sát an toàn thông tin phục vụ CPĐT.
Hệ sinh thái các sản phẩm an toàn, an ninh mạng phải do chính doanh nghiệp Việt Nam xây dựng và làm chủ để phục vụ CPĐT, ĐTTM và các hệ thống thông tin quan trọng quốc gia. Lực lượng an toàn, an ninh mạng có trách nhiệm bảo vệ sự thịnh vượng của quốc gia trên không gian mạng.
Trung tâm giám sát an toàn không gian mạng quốc gia cần được tiếp tục đầu tư để có đủ năng lực giám sát, phân tích, dự báo tình hình trên không gian mạng, kịp thời ngăn chặn các thông tin xấu độc, đảm bảo một không gian mạng lành mạnh và tích cực.
Xây dựng Kế hoạch bảo đảm an toàn thông tin giai đoạn 2021 - 2025, tầm nhìn đến 2030; Đề án Đưa Việt Nam trở thành trung tâm chia sẻ và phân tích an toàn thông tin ASEAN; Thiết lập và vận hành Trung tâm Nghiên cứu và Phát triển quốc gia về an toàn không gian mạng; Thành lập Liên minh sản xuất sản phẩm an toàn thông tin mạng nhằm nâng cao vai trò và vị thế quốc tế của Việt Nam, đưa các sản phẩm an toàn, an ninh mạng của Việt Nam làm chủ thị trường trong nước và vươn ra quốc tế.
Thực thi nghiêm túc các nhiệm vụ tại Chỉ thị 14/CT-TTg của Thủ tướng Chính phủ ngày 07/06/2019 về việc tăng cường bảo đảm an toàn, an ninh mạng nhằm tiếp tục cải thiện chỉ số xếp hạng của Việt Nam. 100% các cơ quan, tổ chức tại Việt Nam triển khai bảo vệ an toàn, an ninh mạng theo mô hình 4 lớp; 100% bộ, ngành, địa phương triển khai các giải pháp điều hành, giám sát an toàn, an ninh mạng, phòng chống mã độc tập trung, kết nối chia sẻ thông tin với Trung tâm Giám sát an toàn không gian mạng quốc gia của Bộ TTTT; 100% các doanh nghiệp viễn thông, doanh nghiệp cung cấp dịch vụ Internet đầu tư và triển khai các biện pháp kỹ thuật đảm bảo khả năng xử lý các nguồn thông tin vi phạm pháp luật, các biện pháp kỹ thuật bảo đảm an toàn, an ninh mạng quốc gia theo hướng dẫn của Bộ TT&TT.
Đến hết năm 2020, Việt Nam vào nhóm 45 - 50 quốc gia dẫn đầu về Chỉ số an toàn, an ninh mạng toàn cầu GCI của Liên minh Viễn thông Quốc tế ITU.
2.5. Lĩnh vực Công nghiệp ICT
Phát triển doanh nghiệp công nghệ Việt Nam nói chung và doanh nghiệp công nghệ số Việt nam nói riêng là định hướng quan trọng để xây dựng Việt Nam thành nước công nghiệp phát triển.
Chỉ thị của Thủ tướng Chính phủ về phát triển doanh nghiệp công nghệ số Việt Nam số được ban hành trong năm 2020 và hướng tới xây dựng Chiến lược phát triển doanh nghiệp công nghệ số Việt Nam với định hướng thúc đẩy phát triển 4 loại hình doanh nghiệp công nghệ số và mục tiêu đến năm 2030 Việt Nam có một lực lượng hùng hậu với tỷ lệ 1 doanh nghiệp công nghệ số/1.000 người dân tương đương với các nước công nghiệp phát triển.
Make in Viet Nam là một định hướng lớn, là tuyên bố về sự chuyển dịch từ gia công, lắp ráp sang làm sản phẩm Việt Nam, sang làm chủ công nghệ, sáng tạo công nghệ, tập trung giải quyết bài toán Việt Nam và từ đó vươn ra thế giới. Các doanh nghiệp trong lĩnh vực CNTT-TT phải đi đầu trong chiến lược Make in Viet Nam.
5G là hạ tầng rất quan trọng của kinh tế số, xã hội số do đó việc làm chủ thiết bị 5G có ý nghĩa chiến lược quốc gia và Việt Nam là một trong số ít nước trên thế giới có thể sản xuất các thiết bị 5G. Biểu dương, tạo điều kiện và tập trung chỉ đạo các doanh nghiệp Việt Nam thực hiện sứ mệnh đầu tư vào nghiên cứu sản xuất các thiết bị 5G hướng tới mục tiêu thương mại hóa sản phẩm 5G vào năm 2020.
Ký kết và đưa vào vận hành Trung tâm nghiên cứu chính sách 4.0, hợp tác với Diễn đàn Kinh tế Thế giới WEF nhằm thử nghiệm các thể chế, chính sách đột phá, đi trước đáp ứng yêu cầu của cuộc Cách mạng công nghiệp lần thứ tư.
Phát triển mạnh mẽ hệ sinh thái số Việt với các nền tảng công nghệ dùng chung, các dịch vụ, mô hình kinh doanh mới; từng bước tiến đến làm chủ công nghệ nền tảng tạo đột phá cho chuyển đổi sang nền kinh tế số.
2.6. Lĩnh vực Báo chí, truyền thông
Báo chí phải thể hiện trung thực dòng chảy chính của xã hội Việt Nam, tạo đồng thuận và niềm tin xã hội, tạo lên khát vọng Việt Nam hùng cường, trở thành nước công nghiệp phát triển vào năm 2045, khi tròn 100 năm nước Việt Nam mới. Báo chí đóng góp vai trò quan trọng trong đấu tranh bảo vệ nền tảng tư tưởng của Đảng; tập trung tuyên truyền đại hội đảng bộ các cấp nhiệm kỳ 2020 - 2025, tiến tới Đại hội đại biểu toàn quốc lần thứ XIII của Đảng, nhiệm kỳ 2021 - 2026, với phương châm “Lấy tích cực đẩy lùi tiêu cực”; tuyên truyền, quảng bá ASEAN năm 2020, với vai trò Năm Chủ tịch ASEAN 2020, Chủ tịch AIPA 41, Ủy viên không thường trực Hội đồng Bảo an Liên hợp quốc.
Thực hiện nghiêm Quy hoạch phát triển và quản lý báo chí toàn quốc đến năm 2025 theo đúng nội dung Quy hoạch và Kế hoạch số 1738/KH-BTTTT ngày 04/6/2019 của Bộ TTTT. Thực thi pháp luật, không chấp nhận mọi lý do gây chậm trễ tiến độ thực thi Quy hoạch đối với tất cả các cơ quan chủ quản cơ quan báo chí.
Ứng dụng công nghệ, chuyển đổi số trong báo chí nhằm hỗ trợ các cơ quan báo chí thực hiện Quy hoạch và xây dựng các cơ quan báo chí chủ lực đa phương tiện.
Thực thi Luật Báo chí, yêu cầu đầu tiên đối với quản lý báo chí là cơ quan chủ quản phải quản lý tốt cơ quan báo chí của mình. Năm 2020 là năm các cơ quan chủ quản báo chí thực hiện đúng và đủ chức trách, nhiệm vụ của mình đã quy định trong Luật Báo chí.
Mặt trận báo chí truyền thông phải có lực lượng là những cơ quan báo chí, xuất bản chủ lực. Trong năm 2020, Bộ TTTT xây dựng Đề án Hỗ trợ báo chí, xuất bản phục vụ nhiệm vụ chính trị, cung cấp thông tin thiết yếu; tăng cường đặt hàng báo chí để các bộ, ban, ngành, địa phương có thêm ngân sách đặt hàng các nhiệm vụ chính trị đối với báo chí; xây dựng Quỹ Phát triển Báo chí từ nguồn xã hội hóa nhằm tập trung các nguồn lực về cơ chế, chính sách, về tài chính, về tổ chức để xây dựng lực lượng báo chí chủ lực có khả năng định hướng dư luận, có tầm vóc quốc tế.
Năm 2020 xử lý căn bản các tồn tại kéo dài như: “báo hóa” tạp chí, trang thông tin điện tử tổng hợp, mạng xã hội; nhũng nhiễu cá nhân, tổ chức, doanh nghiệp; không tuân thủ tôn chỉ, mục đích; vi phạm đạo đức người làm báo; tin tiêu cực như là dòng chảy chính làm mất đi năng lượng tích cực của xã hội.
Thực thi luật pháp nghiêm minh với các doanh nghiệp cung cấp nền tảng theo nguyên tắc Việt Nam là đất nước có chủ quyền, mọi doanh nghiệp bất kể trong nước hay nước ngoài kinh doanh tại Việt Nam phải tuân thủ pháp luật Việt Nam, bảo đảm các nền tảng có số lượng lớn người sử dụng phải lành mạnh, phải sạch, phải xác định được danh tính người sử dụng. Đảm bảo tỷ lệ ngăn chặn, xử lý nghiêm, kịp thời các thông tin xấu, độc, sai sự thật mà phát hiện và xác minh được trên mạng xã hội đạt tối thiểu từ 70 đến 80%.
Thực hiện tốt việc bảo đảm quyền được thông tin và cơ hội tiếp cận thông tin của nhân dân, đặc biệt ở các vùng sâu, vùng xa, vùng đồng bào dân tộc thiểu số. Hệ thống thông tin cơ sở đặc biệt là hệ thống loa phường, xã phải thực hiện chuyển đổi số, đổi mới công nghệ toàn diện. Đây là kênh tuyên truyền lớn nhất, hiệu quả nhất, là kênh có từ 70 đến 80 triệu người nghe hàng ngày vượt trội tất cả các kênh tuyên truyền, phát thanh, truyền hình quảng bá hiện nay.
Xây dựng Chiến lược truyền thông quảng bá hình ảnh Việt Nam ra nước ngoài hướng tới chuyển đổi số cho hoạt động thông tin đối ngoại, sử dụng các công nghệ truyền thông tiên tiến như công nghệ trí tuệ nhân tạo AI, mạng xã hội... đáp ứng nhu cầu nội dung thông tin của mọi cá nhân có quan tâm đến Việt Nam về đất nước, con người, ẩm thực, du lịch, thể thao...
Mục tiêu của lĩnh vực xuất bản là đáp ứng nhu cầu đọc sách, tinh thần truyền thống hiếu học của người Việt Nam phải ở mức cao của thế giới. Thực hiện xã hội hóa, xây dựng Chiến lược và chương trình sách quốc gia nhằm phát triển một số nhà xuất bản trọng điểm, tăng số bản sách/người dân để ít nhất đạt mức cao của khu vực; đưa tủ sách về đến các trường, các thôn xã và các hộ gia đình; xây dựng Quỹ hỗ trợ Xuất bản Việt Nam từ nguồn lực xã hội hóa.
2.7. Công tác xây dựng cơ chế, chính sách, văn bản quy phạm pháp luật
Tập trung công tác tham mưu, xây dựng, hoàn thiện chính sách pháp luật trên cơ sở rà soát toàn bộ hệ thống các văn bản quy phạm pháp luật chuyên ngành TTTT còn hiệu lực để phát hiện bất cập, tham vấn với các doanh nghiệp, tổ chức và thuê chuyên gia tư vấn thẩm định để đề xuất/kiến nghị sửa đổi các quy định theo hướng tạo thuận lợi cho doanh nghiệp phát triển và phù hợp với các quy định pháp luật chung.
Các cơ quan, đơn vị thuộc Bộ được giao chủ trì nhiệm vụ có trách nhiệm xây dựng, trình cấp có thẩm quyền ban hành kịp thời, đúng kế hoạch các cơ chế, chính sách, văn bản quy phạm pháp luật. Thực hiện đúng quy trình, bảo đảm chất lượng và trình đúng tiến độ 100% các đề án trong Chương trình công tác của Chính phủ, Thủ tướng Chính phủ giao cho Bộ thực hiện năm 2020; hoàn thành đúng thời hạn 100% các nhiệm vụ khác do Chính phủ, Thủ tướng Chính phủ giao trong năm; bảo đảm đúng quy trình, chất lượng, tỉ lệ ban hành đạt tối thiểu 80% so với kế hoạch xây dựng văn bản quy phạm pháp luật thuộc thẩm quyền ban hành của Bộ năm 2020 đã được phê duyệt.
2.8. Công tác thanh tra, kiểm tra, giải quyết khiếu nại tố cáo
Triển khai thực hiện tốt Kế hoạch thanh tra năm 2020. Phối hợp chặt chẽ với các bộ, ngành, địa phương, tổ chức đoàn thể, hội, hiệp hội và doanh nghiệp tăng cường công tác thực thi pháp luật, thanh tra, kiểm tra, xử lý nghiêm các hành vi sai phạm trên tất cả các lĩnh vực thuộc Bộ quản lý.
Các Cục được giao thực hiện chức năng thanh tra chuyên ngành phối hợp với Thanh tra Bộ thực hiện tốt công tác thanh tra, kiểm tra và xử lý vi phạm thuộc phạm vi quản lý nhà nước của đơn vị. Sở TTTT các tỉnh, thành phố trực thuộc Trung ương tiếp tục tăng cường và thực hiện hiệu quả công tác thanh tra chuyên ngành trong lĩnh vực TTTT thuộc phạm vi quản lý của Sở.
Các cơ quan, đơn vị theo thẩm quyền cần nâng cao hiệu quả công tác tiếp dân, giải quyết khiếu nại, tố cáo; phòng, chống tham nhũng, lãng phí, thực hành tiết kiệm; chống buôn lậu, gian lận thương mại và hàng giả trong lĩnh vực thuộc phạm vi quản lý đúng quy định của pháp luật.
2.9. Công tác tổng hợp khác
a) Tập trung hoàn thiện, trình Chính phủ dự thảo Nghị định sửa đổi, bổ sung Nghị định số 17/2017/NĐ-CP ngày 17/02/2017 quy định chức năng, nhiệm vụ, quyền hạn và cơ cấu tổ chức của Bộ TTTT. Tổ chức lại Học viện Công nghệ BCVT hoạt động theo mô hình mới. Tập trung xây dựng đội ngũ cán bộ các cấp, nhất là cấp chiến lược, đủ phẩm chất, năng lực, uy tín, ngang tầm nhiệm vụ. Xây dựng kế hoạch, triển khai chương trình đào tạo, bồi dưỡng cho Giám đốc các Sở TTTT năm 2020 và cho cán bộ quản lý các lĩnh vực của các Sở TTTT.
b) Xây dựng các đề án hỗ trợ phát triển Ngành giai đoạn 2021 - 2025, trong đó tập trung vào các Đề án quan trọng trình Thủ tướng Chính phủ và các cơ quan có thẩm quyền như: Đề án Xây dựng CPĐT giai đoạn 2021 - 2025 để đảm bảo thực hiện Nghị quyết số 17/NQ-CP ngày 07/3/2019 của Chính phủ; Đề án Hỗ trợ báo chí, xuất bản phục vụ nhiệm vụ chính trị, cung cấp thông tin thiết yếu, tạo đồng thuận xã hội trong việc thực hiện các nhiệm vụ phát triển kinh tế - xã hội, góp phần bảo đảm an ninh, quốc phòng; Nghiên cứu, đề xuất các cấp có thẩm quyền cho phép sử dụng một phần kinh phí từ Quỹ Dịch vụ Viễn thông Công ích (DVVTCI) Việt Nam để chi cho ứng dụng CNTT và phát triển CPĐT.
c) Tổ chức tổng kết, đánh giá thực hiện các chương trình, dự án do Bộ TTTT được giao chủ trì quản lý giai đoạn 2016 - 2020; Phối hợp với các cơ quan liên quan xây dựng, đề xuất mục tiêu, nhiệm vụ, dự án thành phần về TTTT trong các chương trình mục tiêu quốc gia giai đoạn 2021 - 2025 đảm bảo đồng bộ, phù hợp với mục tiêu, nhiệm vụ phát triển chung của Ngành.
d) Triển khai thực hiện dự toán ngân sách nhà nước năm 2020 đúng quy định; xây dựng kế hoạch đầu tư công, kế hoạch tài chính - ngân sách nhà nước 03 năm 2021 - 2023; xây dựng kế hoạch phát triển kinh tế - xã hội, dự toán ngân sách năm 2021 đạt chất lượng, theo yêu cầu của Chính phủ, Thủ tướng Chính phủ; thực hiện nghiêm quy định pháp luật về đấu thầu, đảm bảo thực chất, công khai, minh bạch, phấn đấu đưa tỷ lệ lựa chọn nhà thầu qua mạng bằng hình thức chào hàng cạnh tranh, đấu thầu rộng rãi đạt tối thiểu 50% về số lượng gói thầu và 15% về tổng giá trị gói thầu; chấp hành đầy đủ, đúng quy định của nhà nước về công tác quản lý tài chính, kế toán tại các cơ quan, đơn vị thuộc Bộ.
đ) Triển khai thực hiện thành công hai cuộc điều tra thống kê toàn quốc trong lĩnh vực TTTT, gồm: Điều tra thống kê về cung cấp dịch vụ TTTT và Điều tra thống kê về phổ cập dịch vụ TTTT.
e) Triển khai rà soát, sửa đổi quy định hoạt động xây dựng quy chuẩn kỹ thuật quốc gia/tiêu chuẩn quốc gia thuộc Bộ TTTT. Triển khai xây dựng, chuyển đổi, áp dụng Hệ thống quản lý chất lượng phù hợp TCVN ISO 9001:2015 tại các đơn vị thuộc Bộ TTTT.
g) Thực hiện hiệu quả chức năng quản lý nhà nước, chủ sở hữu đối với doanh nghiệp, đơn vị sự nghiệp nhà nước. Chỉ đạo VNPost thực hiện thành công kế hoạch sản xuất kinh doanh và kế hoạch đầu tư phát triển hàng năm.
h) Tổ chức thành công Hội nghị và Triển lãm Thế giới số 2020 (ITU Digital World 2020). Tăng cường hơn nữa các hoạt động trong các tổ chức chuyên ngành BCVT và CNTT, nhất là cử chuyên gia tham gia sâu trong các tổ chức quốc tế. Triển khai hiệu quả các sáng kiến của Bộ TTTT trong năm Chủ tịch ASEAN 2020 gồm: giảm cước chuyển vùng (roaming) trong ASEAN; Hướng dẫn phát triển hệ sinh thái 5G trong ASEAN; Cơ chế hợp tác xử lý tin giả mạo trong ASEAN. Đẩy mạnh hơn việc thu hút các nguồn lực quốc tế phục vụ cho phát triển ngành TTTT. Hỗ trợ các doanh nghiệp ICT Việt Nam tiến mạnh ra thị trường quốc tế, làm cầu nối hiệu quả cho các doanh nghiệp nước ngoài đầu tư vào lĩnh vực ICT tại Việt Nam.
i) Các cơ quan, đơn vị tiếp tục xây dựng và triển khai bộ chỉ số phát triển ngành TTTT và ứng dụng trên hệ thống theo dõi, đánh giá các chỉ số phát triển ngành (Dashboard), phục vụ cho công tác quản lý, điều hành của Bộ.
3. Về hoạt động của các cơ quan, tổ chức, doanh nghiệp trong Ngành
Các đơn vị, doanh nghiệp hoạt động trong Ngành: Hoàn thành các chỉ tiêu sản xuất kinh doanh năm 2020 song hành với các nhiệm vụ công ích và thực hiện nhiệm vụ chính trị Đảng, Nhà nước giao. Nghiêm túc tuân thủ quy định pháp luật trong lĩnh vực hoạt động, đi đầu thực hiện các quy định của Bộ; triển khai các cam kết hợp tác với các bộ, ban, ngành, địa phương. Tiếp tục đẩy mạnh tái cấu trúc doanh nghiệp, đổi mới mô hình quản trị đi cùng với đổi mới công nghệ, nâng cao năng suất lao động và chất lượng sản phẩm, dịch vụ, giảm chi phí, hạ giá thành để phát triển nhanh, bền vững và hội nhập kinh tế quốc tế.
Các cơ quan báo chí, xuất bản: Đảm bảo thực hiện đúng tôn chỉ mục đích; bám sát định hướng tuyên truyền trên các lĩnh vực kinh tế - chính trị, văn hóa - xã hội, quốc phòng, an ninh của cơ quan chỉ đạo và cơ quan quản lý báo chí; không ngừng nâng cao chất lượng về nội dung cũng như hình thức.
Các hội, hiệp hội, tổ chức hoạt động trong lĩnh vực TTTT chủ động góp ý, phản biện, đề xuất với Bộ TTTT về các cơ chế, chính sách góp phần thực hiện tốt các nhiệm vụ của toàn Ngành.
4. Về công tác quản lý nhà nước tại địa phương
Sở TTTT các tỉnh, thành phố trực thuộc Trung ương chỉ đạo các cơ quan báo chí, truyền thông và hệ thống thông tin cơ sở tại địa phương thông tin, tuyên truyền toàn diện, đầy đủ về chủ trương, đường lối của Đảng, chính sách, pháp luật của Nhà nước, công tác chỉ đạo, điều hành của Chính phủ, Thủ tướng Chính phủ và chính quyền địa phương, xây dựng lòng tin và tạo sự đồng thuận của nhân dân tại địa bàn. Tham mưu kịp thời, hiệu quả các chính sách cho chính quyền địa phương để thực hiện các chiến lược, quy hoạch, kế hoạch, chương trình, dự án phát triển lĩnh vực TTTT ở địa phương. Thực hiện tốt nhiệm vụ là đầu mối triển khai Chính quyền điện tử tại địa phương.
Năm 2020, Bộ TTTT phấn đấu hoàn thành toàn diện kế hoạch, nhiệm vụ đã đề ra; các cơ quan, đơn vị thuộc Bộ chủ động xây dựng kế hoạch chi tiết và thực hiện nghiêm túc, đúng tiến độ các nhiệm vụ được giao nhằm phục vụ tốt nhất công tác chỉ đạo, điều hành của Bộ trưởng Bộ TTTT (chi tiết nhiệm vụ tại Phụ lục đính kèm).
5. Tổ chức triển khai thực hiện:
Các cơ quan, tổ chức, doanh nghiệp căn cứ vào nhiệm vụ tại Chỉ thị, chương trình công tác của đơn vị tập trung triển khai thực hiện các nhiệm vụ ngay từ những ngày đầu, tháng đầu của năm 2020; xây dựng, phát động phong trào thi đua đến các cá nhân, tổ chức trực thuộc, phấn đấu hoàn thành các nhiệm vụ được giao.
Văn phòng Bộ có trách nhiệm theo dõi, đôn đốc và định kỳ hàng quý/6 tháng/năm tổng hợp báo cáo báo cáo Bộ trưởng tình hình thực hiện Chỉ thị này. Vụ Kế hoạch - Tài chính chủ trì, phối hợp Văn phòng Bộ tổng hợp, xây dựng báo cáo của Bộ Thông tin và Truyền thông về thực hiện Nghị quyết số 01/NQ-CP ngày 01/01/2020 của Chính phủ gửi Bộ Kế hoạch và Đầu tư, Văn phòng Chính phủ theo quy định./.

DIRECTIVE
REGARDING ORIENTATION TOWARDS DEVELOPMENT OF THE INFORMATION AND COMMUNICATIONS SECTOR IN 2020
In 2020, many major and extremely significant events of our country are intended to take place, e.g. the 75th anniversary of the birth of our country, the 90th anniversary of the incorporation of our Communist Party. This is the final year of the socio-economic development plan for the 2016-2020 period which help arrange and provide the foundation for the 10-year development strategy for the 2021-2030 period, the 5-year plan for the 2021-2025 period; at the same time, is the year seeing general meetings of all-level Party committees be held to pave the way for the XIIIth National Congress of the Communist Party of Vietnam. In that context, following the overall goal that the Ministry of Information and Communications sets in 2020, which is "the year of national digital transformation", together with the action motto "Exemplary, Disciplined, Focused, Breakthrough", public officials, civil servants, public and general workers and employees in the information and communications industry should uphold their achievements, improve their labor productivity, excellently make strategic breakthroughs, and make effective use of the Fourth Industrial Revolution for the development of the information and communications industry, especially ensuring the uniform and effective development equally in all 6 sectors under the State management of the Ministry of Information and Communications; the Minister of Information and Communications commands that the entire sector should duly perform the following key tasks:
1. From the beginning of this year, all agencies, entities and units in the information and communications industry must take charge of thoroughly understanding and implementing the Government’s Resolution No. 01/NQ-CP dated January 1, 2020 pertaining to the major duties and approaches to implement the socio-economic development plan and the state budget estimate for 2020, and the Government’s Resolution No. 02/NQ-CP dated January 1, 2020 regarding the continued implementation of major duties and approaches to improve the business environment and boost the national competitiveness in 2020; showing their determination to complete the plan for implementation of tasks and duties related to questions that the Minister must answer at the National Assembly’s plenary sessions and those assigned as stated in the Directive; trying their best and making their contribution to build a "Disciplined, Upright, Action-oriented, Responsible, Creative, Efficient" Government, creating a favorable investment and business environment for businesses and the public.
2. Major duties and approaches in 2020
2.1. Postal sector
The goal is to develop the postal infrastructure with a view to promoting the digital transformation for postal activities. Shifting from traditional postal services to digital ones, especially services related to the electronic Government (e-Government) and supporting/logistics services for e-commercial activities. Postal businesses must shift towards the technological business model and establish a number of large companies playing key roles in the development of postal networks reaching out to households, rural or remote villages on the basis of perfecting the platform of the postal address code and the digital map V-map (Vpostcode). Creating a healthy competitive environment for postal businesses. Building the database of postal businesses and orienting them toward the digital transformation. Completing and implementing the project titled "Piloting the provision of public services through the public postal network and local public postal services". Getting it involved in the master plan for the e-commerce development of the Ministry of Industry and Trade. Actualizing the Plan to implement the UPU Third Extraordinary Congress’ Proceedings and attending the 27th UPU Congress. By the end of 2020, Vietnam is one of 40 – 45 leading countries in the postal sector of the Universal Postal Union (UPU).
2.2. Telecommunications sector
The goal is to shift from telecommunication infrastructure to ICT infrastructure, and develop synchronous and modern digital infrastructure in order to promote the digital transformation. In 2020, the 5G mobile communication network in Vietnam will be commercially deployed in rhythm with the pioneering countries in the world. From now on, Vietnam will take the initiative in joining the world in playing leading roles in terms of technology, as well as proactively building a roadmap and plan to eliminate the 2G mobile technology as from 2022; auctioning, licensing the 2.6 GHz mobile band for the purpose of improving the network quality and the speed of mobile communication services. Telecommunications enterprises must take on more roles and responsibilities related to the platforms of digital infrastructure, digital payment, mobile money, infrastructure necessary for digital transformation activities, and must master the fundamental technologies enabling the digital transformation process, such as 5G, loT, Big Data, AI, etc. Telecommunications networks serve as platforms of all platforms. Since telecommunications enterprises undertake missions of platform enterprises and assume their corporate social responsibilities, they must assure that every telecommunications platform and other platforms operating on telecommunications networks are all clean.
Radical disposal of telecommunications “junks”, such as SIM card wastes, spam text messages, spam voice messages, spam mails, and so on, is a duty that leaderships and managements of telecommunications corporations and enterprises must perform to develop their sustainable and healthy markets.
Developing the Program for provision of public telecommunications services for the 2021 – 2025 period, ensuring the universal coverage of 4G and 5G mobile networks, the universal use of smart phones and online public services.
Revising the Law on Telecommunications, the Law on Radio Frequency; Seeking the Prime Minister’s ratification and approval of new Decisions on the auctioning, transfer of the rights to use frequencies, mobile numbers, Internet domain names; Issuing the Circular on planning 700MHz, 26/28 GHz and 3.5 GHz frequency bands; Making complete regulations on the management and operation of specialized telecommunication service networks greatly facilitating activities of the Communist Party’s organs and the State as well as supporting the development of the e-Government.
Increasing the successful network transfer rate to 90%; Completely carrying out the Project of terrestrial television digitalization according to the predetermined schedule; Making progress by successfully connecting 100 members to the national Internet transit station VNIX; Raising the market share of .vn domain name registration so that .vn domain names make up over 50% of the total number of Internet domain names in Vietnam; Increasing the rate of fixed broadband subscribers per 100 people to at least 16.1%; Increasing the rate of mobile broadband subscribers per 100 people to at least 70%; Increasing the rate of internet users per 100 people to at least 71.5%.
Improving the telecommunications ranking by increasing ICT Development Index (IDI) according to the ITU’s rating to the rank between 80th and 85th. By the end of 2020, Vietnam is expected to rank from 38th to 39th as one of the countries leading in the indicator of application of the information and communication technology mentioned in the Global Competitiveness Index (GCI) Report of the World Economic Forum (WEF).
2.3. Information technology application sector
The goal is to boost the application of information technology, build the e-Government on the basis of administrative reforms, center upon the people and enterprises, standardize professional procedures, and orienting towards the digital Government, the digital economy and the digital society.
Brilliantly performing roles in the uniform coordination in the development of the e-Government whilst upholding the autonomy of ministries, sectoral administrations and local authorities; Developing the Strategy for development of the e-Government for the 2021 – 2025 period with vision towards 2030.
Accomplishing the goals and objectives set out in the Government's Resolution No. 17/NQ-CP dated March 7, 2019 on a number of key tasks and solutions for the development of the e-Government during the period of 2019 - 2020 with vision to 2025, especially those related to network, cyber security, connection, data sharing and level-4 public services. Striving to reach 100% of Ministries, central and local authorities furnished with the integrated, ministerial-level data sharing platform (LGSP); gain 100% of state regulatory authorities publishing the public satisfaction levels of users of online public services; obtain 30% of the online level-4 public administrative service.
Making the preliminary review report on the pilot smart city program, including the IT component project, especially the pilot launch of the smart city control and management center, based on which guidelines and instructions for implementation of the program and prevention of toe-the-line or perfunctory practice, inefficiency and extravagance are given.
As 2020 is the year of national, extensive and comprehensive digital transformation according to the Prime Minister's Decision introducing the National Digital Transformation Program, which is going to be issued in 2020, ministries, central and local authorities need to issue their own digital transformation programs. The Ministry of Information and Communications must be the pioneer in the digital transformation in the postal, telecommunications, journalism, media and communications sectors.
Keeping on building a number of pilot, pilot province and pilot commune models; Training 100 professionals of the e-Government serving with Ministries, central and local authorities who constitute the main force to guide the development of the e-Government; Using the savings from use of the e-Government applications for further developing the e-Government and retain at least 1% of expenditures of all-level budgets (i.e. central budget and local budgets) for the e-Government building and development activities.
By the end of 2020, Vietnam is expected to be ranked as one of the top 75 countries in terms of the E-Government Development Index according to the United Nations’ ratings.
2.4. Network security and cybersecurity sector
As a precondition for the development of the e-Government and the digital transformation, the network and cyber security sector should be one step ahead. Assuring the network and cyber security, especially in the year when the Party Congresses at all levels and important events of our country. Monitoring and ensuring the network and cyber security for national e-Government information systems through the e-Government information sharing and monitoring system.
Ecosystems of safe and cybersecurity products must be built and mastered by Vietnamese enterprises themselves to serve the e-Government, smart cities and other important national information systems. Network and cyber security forces have the burden of protecting the nation's prosperity in cyberspace.
The National Cyber Security Center should receive ongoing investments in order to be capable of monitoring, analyzing and forecasting the situations existing in cyberspace, promptly preventing malicious information, ensuring healthy and constructive cyberspace.
Developing the information security plan for the 2021 – 2025 period with vision towards 2030; the Project “Making Vietnam become a center for sharing and analyzing ASEAN information security”; Establishing and operating the National Center for Research and Development for cyberspace security; Establishing the Alliance of Information Security Product Manufacturers to enhance Vietnam's international standing and status, and bring Vietnam's network and cyber security products to dominate the domestic market and reach out to the world.
Strictly complying with the tasks assigned in the Prime Minister’s Directive 14/CT-TTg dated June 7, 2019 on strengthening network and cyber security activities to further improve Vietnam's rank. 100% of agencies and organizations in Vietnam deploy the 4-layer network security and cybersecurity model; 100% of ministries, central and local authorities implement solutions for operation, monitoring of network, cyber security activities, centralized malware prevention, connection and sharing of information with the National Cyber Security Center administered by the Ministry of Information and Communications; 100% of telecommunications businesses and Internet service providers invest in and implement technical measures to ensure their capacity to handle information sources in breach of laws, and technical measures for national network and cyber security activities under the guidance of the Ministry of Information and Communications.
By the end of 2020, Vietnam is ranked as one of the 45-50 countries in terms of the Global Cybersecurity Index (GCI) adopted by the International Telecommunication Union (ITU).
2.5. ICT industry
Orientation towards the development of Vietnamese technology enterprises in general, and Vietnamese digital technology enterprises in particular, is important in making Vietnam become a developed country.
The Prime Minister's Directive on the development of Vietnam’s digital technology enterprises is issued in 2020 and aims to develop the Strategy for Development of Vietnam’s Digital Technology Enterprises with a view to promoting the development of 4 types of digital technology enterprises and, by 2030, reaching the goal of creating the great number of digital technology enterprises at the ratio of 1 digital technology enterprise to 1,000 people which is equivalent to that in industrialized countries.
‘Make in Vietnam’ is a great target and exists as an announcement of the shift from the outsourcing, assembly services to the manufacturing of Vietnamese products, or to the mastering of technologies, the invention of technologies, and the focus on solving the problem of Vietnam, which then helps Vietnam enter into the world. ICT enterprises must be pioneers in the ‘Make in Vietnam” strategy.
As 5G technology is a crucial infrastructure of the digital economy and digital society, the mastering of 5G equipment is of national strategic significance when Vietnam is recognized as one of the few countries in the world that can produce 5G equipment. Praising, facilitating and focusing on directing Vietnamese enterprises to carry out their mission to invest in the research and manufacture of 5G equipment with the intention of attaining the goal of commercializing 5G products by 2020.
Signing the contract to construct and put into operation the Industry-4.0 Center for Policy Research in cooperation with the World Economic Forum (WEF) to test breakthrough institutions and policies to meet the requirements of the Fourth Industrial Revolution.
Strongly developing the Vietnamese digital ecosystem with shared technology platforms, new services and business models; step by step proceeding to master fundamental technologies to create a breakthrough for transition to the digital economy.
2.6. Press and communications sector
The press must faithfully demonstrate the main flow of Vietnamese society, create consensus and social trust, raise an aspiration to build a strong Vietnam, an industrialized country, by 2045 which is the year of the 100th anniversary of a New Vietnam. The press plays an important role in struggling to defense the Communist Party's ideological foundation; concentrating on propagating the Party congresses at all levels for the tenure of 2020 – 2025 as a preparatory step towards the XIIIth National Congress of the Communist Party for the tenure of 2021 – 2026 according to the motto "Let the good prevail over the bad”. Since Vietnam assumes its role as the President in the ASEAN President Year 2020, the President of AIPA 41 and the Non-Permanent Member of the Security Council of the United Nations, the press must run ASEAN communication and promotion campaigns in 2020.
Strictly complying with the National Press Development and Management Plan by 2025 according to the contents of the Planning Scheme and Proposal No. 1738/KH-BTTTT dated June 4, 2019 of the Ministry of Information and Communications. Enforcing laws and rejecting all reasons for delaying the implementation of the Planning Scheme by all news agencies.
Applying digital technologies and transformation to the press to support press agencies in implementing the Planning Scheme and building major multimedia press agencies.
Enforcing the Press Law and the first prerequisite for the press management which is that governing bodies must duly manage their affiliated press agencies.
In 2020, governing press entities must properly and fully perform their functions and tasks specified in the Press Law.
Key press agencies and publishing houses must be at the forefront of press and communications activities. In 2020, the Ministry of Information and Communications develops the Project on support for press and publishing activities to serve political tasks, provide essential information; multiply the allocation of press services so that ministries, central and local authorities receive more budget to commission press services related to the implementation of political tasks; setting up the Press Development Fund by calling for private sector funding in order to marshal regulatory, policy, financing and organizational resources to build a key press force capable of shaping public opinion and of international stature.
In 2020, basically handle long-term problems such as: "journalizing" magazines, general news and information sites, social networks; harassing individuals, organizations and enterprises; failing to comply with principles and objectives; violating the ethics of journalists; mainstreaming negative news, which harms the social positive energy.
Strictly enforcing laws upon businesses that provide platforms according to the rules under which, as Vietnam is seen as a sovereign country, every business, whether domestic or foreign, when doing business in Vietnam, must comply with the laws of Vietnam, and ensure that platforms accessible to a large number of users have to be healthy, clean, and provide user-identifiable information. Ensuring that the minimum rate of malicious, harmful and false information that are detected and verified on social networks to be strictly and promptly blocked and handled must fall between 70 and 80%.
Duly implementing measures to assure the rights to be informed and the opportunities to access information of people, especially those living in remote and ethnic minority areas. Grassroots communication systems, especially loudspeakers installed at wards and communes, must meet digital transformation and comprehensive technology innovation requirements. On being ranked the largest and most effective communication channel, it has attracted an audience of 70 to 80 million, surpassing that of all current communication, broadcasting channels.
Developing a communication strategy for advertising Vietnam's image abroad which is oriented towards the digital transformation for external relation communication activities, and using advanced communication technologies, such as artificial intelligence (AI) technology and social networks, etc. to meet needs of all persons interested in Vietnam for information about the nation, people, food, tourism, sports, etc.
The goal of the publishing sector is to address the book-reading needs and help raise Vietnamese people’s traditional spirit of fondness of learning to the world level. Calling for private sector investments in, and drawing up a national book strategy and program to develop, a number of key publishers, increasing the number of books per capita to at least reach the regional high; bringing bookcases to schools, villages, communes and family households; building the Vietnam’s Publishing Support Fund from private sector capital sources.
2.7. Formulation of systems, policies and legislative documents
Focusing on giving counsels on building and completing legal policies on the basis of reviewing the entire system of valid legal documents specialized in information and communication activities to detect any issue, consulting with businesses, organizations and hiring appraisal consultants to propose/recommend amendments to regulations in order to facilitate development of businesses and conform to general legal regulations.
Affiliates and units under the Ministry’s control which are assigned to perform duties shall, in a timely manner and according to the stated plans, elaborate mechanisms, policies and legislative documents and submit them to competent authorities to seek their approval. Complying with the regulatory procedures and making firm quality commitments and, on schedule, submitting 100% of the projects listed in the Working Agenda that the Government and the Prime Minister request the Ministry to execute by 2020; fulfilling 100% of other tasks annually assigned by the Government and the Prime Minister on schedule; ensuring conformance to the regulatory formalities, quality regulations, and the required rate of issuance that reaches at least 80% compared with the approved plan to build legislation under the delegated authority of the Ministry in 2020.
2.8. Inspection, examination and complaint or denunciation settlement
Duly undertaking and executing the 2020 inspection plan. Closely collaborating with ministries, central and local authorities, mass organizations, associations and enterprises to strengthen law enforcement, inspect, examine, detect, strictly sanction violations arising in all areas within the Ministry’s ambit.
Departments or Directorates assigned to perform the specialized inspection functions shall liaise with the Ministry’s Inspectorate to duly inspect, examine and handle violations under their delegated authority. Departments of Information and Communications of the provinces and centrally-affiliated cities shall continue to strengthen and effectively conduct specialized inspections within their ambit.
Agencies and units shall, within their competence, need to improve the efficiency of the public relation, settlement of complaints and denunciations; preventing and controlling corruption, lavishness, thrift practice; combating smuggling, trade frauds and fake goods under their lawful authority.
2.9. Other general activities
a) Focusing on completely preparing a draft Decree, amending and supplementing the Decree No. 17/2017/ND-CP dated February 17, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Information and Communications, and then seeking the Government’s consent. Reorganizing the Post and Telecommunications Institute to adopt the new operational model. Focusing on building a contingent of cadres at all levels, especially at the strategic level, who are well-mannered, capable, prestigious, and on a par with their duties. Developing a plan, providing training and educational programs for Directors of Departments of Information and Communications in 2020 and sectoral administrators under the management of Departments of Information and Communications.
b) Developing projects to support the development of the Sector in the 2021 – 2025 period with particular attention paid to important ones to submit to the Prime Minister and competent regulatory authorities, including: Project on building the e-Government for the 2021 – 2025 period to ensure the implementation of the Government's Resolution No. 17/NQ-CP dated March 7, 2019; Project on Providing press and publishing services in support of political tasks, providing essential information, creating a social consensus in the implementation of socio-economic development tasks, contributing to ensuring national security and defense; Studying and seeking competent authorities’ consent to using part of the funds from the Public Service Telecommunication Fund of Vietnam to spend on IT application and e-Government development activities.
c) Organizing the review and implementation of programs and projects assigned by the Ministry of Information and Communications for the 2016 – 2020 period; Coordinating with relevant agencies to develop and propose ICT-related targets, tasks and component projects falling within the national target programs for the 2021 - 2025 period to ensure consistency and agreement with objectives and tasks of the Sector.
d) Implementing the 2020 state budget estimate according to regulations; elaborating public investment plans, state budget-finance plans for 03 years (2021 – 2023); elaborating the socio-economic development plan and the budget estimate in 2021 in conformity with quality regulations and requirements of the Government and the Prime Minister; strictly complying with legal regulations on bidding, ensuring correctness, publicity and transparency, striving to reach at least 50% of the number of bids and 15% of total value of bids in which contractors are selected through competitive offers and open bidding; Fully complying with state regulations on the management of finance and accounting at the agencies and units subordinate to the Ministry.
dd) Successfully conducting two national statistical surveys in the information and communications sector, including: Statistic surveys on provision and universalization of information and communications services.
e) Reviewing and amending regulations on the development of national technical regulations/national standards under the authority of the Ministry of Information and Communications. Developing, converting, and applying the quality management system in conformance to TCVN ISO 9001: 2015 at units under the authority of the Ministry of Information and Communications.
g) Effectively performing the functions of state management, the ownership interests in state enterprises and public service units. Directing VNPost to successfully implement production and business plans and annual investment and development plans.
h) Successfully organizing the World Conference and Exhibition 2020 (ITU Digital World 2020). Further strengthening activities within specialized posts, telecommunications and IT organizations, especially sending experts to get deeply involved in international organizations. Effectively implementing the initiatives of the Ministry of Information and Communications in the ASEAN President Year 2020, including: reduction in roaming charges among ASEAN countries; Guidelines for the development of the 5G ecosystem in ASEAN; Mechanism for cooperation in dealing with fake news in ASEAN. Promoting the attraction of international resources to serve the development of the ICT industry. Supporting Vietnamese ICT enterprises to firmly enter into international markets, serving as an effective bridge enabling foreign businesses to invest in the ICT sector in Vietnam.
i) Agencies and units continue to build and implement a set of indicators for the development of the ICT industry and using it for the monitoring and evaluation system of industry development indexes (Dashboard), and providing support for the management and administration tasks of the Ministry.
3. Operations of agencies, organizations and enterprises in the Sector
Agencies and enterprises operating in the Sector: Completing production and business targets by 2020 in parallel with public tasks and performing political tasks assigned by the Party and the State. Strictly complying with legal regulations governing respective sectors, taking the lead in implementing regulations of the Ministry; carrying out cooperation commitments with ministries, central and local authorities. Continuing to enhance the corporate restructuring, governance model reform along with technological innovation, improvement of labor productivity and quality of products and services, reduction in costs, lowering of costs for rapid, sustainable development and international economic integration.
Press and publishing agencies: Ensuring that the predetermined purposes are strictly followed; closely following the propaganda directions in the fields of economy - politics, culture - society, national defense and security of press control and management agencies; Constantly improving the content and representation quality of products in the press and publishing sector.
Associations and organizations operating in the information and communications sector must actively give comments, assessment opinions and recommendations to the Ministry of Information and Communications regarding mechanisms and policies that contribute to the fulfillment of the tasks in the whole sector.
4. State management tasks performed by local authorities
Departments of Information and Communications of provinces and centrally-run cities shall direct local press, media and communications agencies at the grassroots level to holistically and fully disseminate the Party's guidelines and policies, State policies and laws, direction and administration affairs of the Government, the Prime Minister and local authorities, and building trust and creating the local people’s consensus. Promptly and effectively advising local governments on policies, plans, proposals, programs, and projects to develop the ICT sector in the respective localities. Duly performing duties to act as the focal point in implementing E-Government in the respective localities.
In 2020, the Ministry of Information and Communications must strive to fulfill the predetermined plans and tasks; the agencies and units under the Ministry’s control must proactively formulate detailed plans and, seriously and on schedule implement the assigned tasks to best serve the direction and administration duties of the Minister of Information and Communications (tasks are listed in detail in the Appendix hereto).
5. Implementation:
Agencies, organizations and enterprises shall, based on their tasks assigned in the Directive and Working Agenda of their own, focus on implementing the tasks right from the first days and months of 2020; building and launching emulative movements to reach affiliated individuals and organizations, and striving to complete the assigned tasks.
The Ministry’s Office shall be responsible for monitoring, expediting and submitting quarterly/6-month/yearly reports to the Minister on the implementation of this Directive. The Department of Planning and Finance shall preside over, and cooperate with the Ministry's Office in, compiling and preparing legally required reports of the Ministry of Information and Communications on the implementation of the Government's Resolution No. 01/NQ-CP dated January 1, 2020 for submission to the Ministry of Planning and Investment, the Government Office./.
