CIRCULAR

AMENDMENTS TO SOME ARTICLES OF CIRCULAR NO. 57/2018/TT-BCT DATED DECEMBER 26, 2018 OF THE MINISTER OF INDUSTRY AND TRADE ON ELABORATION OF DECREES ON TOBACCO TRADING

Pursuant to the Government’s Decree No. 98/2017/ND-CP dated August 18, 2017 defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;

Pursuant to the Government’s Decree No. 67/2013/ND-CP dated June 27, 2013 elaborating some Articles and measures for implementation the Law on Tobacco Harm Prevention and Control with respect to tobacco trading and Government’s Decree No. 106/2017/ND-CP dated September 14, 2017 on amendments to the Government’s Decree No. 67/2013/ND-CP dated June 27, 2013;

Pursuant to the Government’s Decree No. 08/2018/ND-CP dated January 15, 2018 on amendments to certain Decrees related to business conditions under state management of the Ministry of Industry and Trade;

Pursuant to the Government’s Decree No. 17/2020/ND-CP dated February 05, 2020 on amendments to some Articles of Decrees related to necessary business conditions in fields under the management of the Ministry of Industry and Trade;

At the request of the Director General of the Department of Industry,

The Minister of Industry and Trade hereby promulgates a Circular on amendments to some Articles of Circular No. 57/2018/TT-BCT dated December 26, 2018 of the Minister of Industry and Trade on elaboration of Decrees on tobacco trading:

“2. Regulations on templates for applications and lists included in applications for license to manufacture tobacco products and templates for license to manufacture tobacco products, and templates for certificates and licenses specified in this Circular come into force from January 01, 2028.

4. Regulations on templates for applications and lists included in applications for license to manufacture tobacco products and templates for license to manufacture tobacco products, and templates of certificates and licenses specified in the Circular No. 21/2013/TT-BCT come into force from December 31, 2027.”

Article 2. Effect

1. This Circular comes into force from December 20, 2022.

2. The Circular No. 53/2020/TT-BCT dated December 31, 2020 of the Minister of Industry and Trade is repealed from the effective date of this Circular./.
